When the names of the fields of study are identical, such fields are considered equivalent.
The list of related fields of study for higher education institutions is developed by the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan prior to the start of the application period for academic transfers and is approved by the State Commission for Admission to Educational Institutions of the Republic of Uzbekistan.
Regional Working Groups that accept applications for transfer (or reinstatement) to higher education institutions across all regions of the Republic carry out their activities.
Regional Working Groups are established annually by order of the Ministry of Higher and Secondary Specialized Education by June 15 (or by December 20 for the spring semester).
A Regional Working Group operates at one designated responsible higher education institution in the Republic of Karakalpakstan, each region, and the city of Tashkent, as well as within the Ministry itself.
The Regional Working Groups compile the received documents and submit them to the Ministry of Higher and Secondary Specialized Education.
After admission, students must apply for accommodation at the relevant dean's office.
The procedure for accepting applications for academic transfer and reinstatement is announced by the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan (@eduuz, www.edu.uz).
Application submission periods:
For the autumn semester: from July 15 to August 5;
For the spring semester (in cases of valid reasons): from December 20 to January 20.
Required documents:
A copy of the passport;
A copy of the gradebook, academic certificate, or transcript (submission of any one is sufficient);
A copy of the expulsion order or an archive certificate (for reinstatement purposes).
The application must specify:
The name of the previously attended higher education institution and the field of study (specialization);
The form of study (e.g., full-time, part-time);
Non-admission under a targeted admission quota (if applicable);
The reasons for transfer or reinstatement;
Confirmation of having read and understood the transfer and reinstatement rules.
Applications are reviewed by the following commissions:
The commission of the higher education institution;
The commission of the ministry supervising the institution;
The State Commission.
Answer: Applications for academic transfer are submitted annually from July 15 to August 5. In this process, four possible situations may arise. The authority to make decisions in each case is distributed as follows:
FIRST SITUATION: Transfer or reinstatement takes place within the same higher education institution.
Option 1: If the fields of study are compatible or related — the Higher Education Institution Commission!
Option 2: If the fields of study are not compatible or related — the State Commission!
SECOND SITUATION: Transfer or reinstatement takes place between universities under the same ministry (agency).
Option 1: If the fields of study are compatible or related — the Commission of the Supervising Ministry (Agency)!
Option 2: If the fields of study are not compatible or related — the State Commission!
THIRD SITUATION: Transfer or reinstatement takes place between universities under different ministries (agencies).
Option 1: If the fields of study are compatible or related — the Commission of the Supervising Ministry (Agency)!
Option 2: If the fields of study are not compatible or related — the State Commission!
FOURTH SITUATION: Transfer from foreign (accredited) higher education institutions to higher education institutions in the Republic of Uzbekistan.
Option: Regardless of compatibility or relation of fields of study — the State Commission!
Regarding reinstatement (excluding reinstatement through transfer), applications are submitted directly to the specific higher education institution, regardless of how many years have passed since the student's expulsion.
All students enrolled in higher education institutions, regardless of their year of study, are allowed to submit an application for transfer.
However, if the differences in general professional and specialized (major-related) subjects according to the standard curriculum exceed 4 subjects, the rector of the higher education institution has the right to reject the student's transfer application.
A transfer or reinstatement application may be rejected in the following cases:
if the applicant studied at higher education institutions or their branches that are not accredited;
if the transfer is requested before the completion of the first semester of the first year;
if the differences in general professional and specialized (major) subjects according to the curriculum exceed 4 subjects (for the specific course or semester);
if the student's personal academic file is not submitted within the prescribed time frame;
when transferring from foreign or non-state higher education institutions in Uzbekistan to a non-equivalent major on the basis of a standard tuition contract;
if students recommended for tuition-based study fail to make the payment within the specified period;
if the material and technical capacity of the higher education institution is limited;
when transferring from a non-equivalent major studied abroad;
when transferring from master's degree programs of foreign and non-state higher education institutions to master's programs of national institutions;
when students studied in a form of education other than the available form at the receiving institution;
if the student studied at centers, branches, or educational-consulting points of higher education institutions;
if students admitted under a targeted admission quota attempt to transfer to another specialty, form of study, or higher education institution;
if students admitted to part-time or evening programs based on interviews (with at least five years of work experience) attempt to transfer to another specialty, form of study, or institution;
when transferring between special part-time education and other forms of education (except when the corresponding course or specialty is not available);
when transferring from joint educational programs established through agreements between Uzbekistan and foreign higher education institutions to regular undergraduate programs at national institutions;
and in other cases as provided by law.
There are no restrictions based on the ownership form of the higher education institution where the student is studying when applying for a transfer to a national higher education institution.
Students of both state and non-state universities are allowed to submit transfer applications.
The only requirement is that the higher education institution where the student is enrolled must be accredited as a university by the state in its home country.
Students wishing to transfer their studies from foreign higher education institutions to state higher education institutions of the Republic of Uzbekistan can only transfer to equivalent or related fields of study.
They must undergo a test organized by the State Testing Center.
A passing score is set annually by July 15.
If the transferring student scores higher than the passing mark, they can transfer on the basis of a standard (basic) tuition contract.
Students who score below the passing mark may be admitted to study under a differentiated tuition contract in accordance with the undergraduate admission procedures.
There are no specific benefits for married students when transferring from foreign higher education institutions.
If a student got married after enrolling in a foreign university, they may register for transfer to a higher education institution located in the region where their spouse resides permanently, provided that this is done before the start of the spring semester, and they participate in the required examinations.
Students transferring from universities ranked in the Top-1000 are also required to take a test administered by the State Testing Center.
It is not permitted to transfer to a non-equivalent field of study from a foreign higher education institution.
Students wishing to transfer their studies from branches and non-state higher education institutions operating in the Republic of Uzbekistan to state higher education institutions, to equivalent or related fields of study, must undergo a test administered by the State Testing Center.
The passing score is determined annually by July 15.
If the student scores above the passing threshold, they may transfer on the basis of a standard (basic) tuition contract.
Students who score below the threshold will be admitted under a differentiated tuition contract, in accordance with undergraduate admission procedures.
Transfers to non-equivalent or unrelated fields of study at state higher education institutions of the Republic of Uzbekistan are carried out according to the established procedure, based on a one-time payment equal to the minimum amount of the differentiated tuition fee set for the corresponding bachelor's degree program.
During the academic year, the following are recognized as valid reasons:
A student's relocation due to marriage to the region where their spouse has permanent residence (registered address according to the passport).
The relocation of the workplace of a spouse or the parents of a minor student, who are employees of government bodies, to another region (based on a recommendation from the head of the relevant ministry or agency).
Only these two cases are considered valid reasons. Any other circumstances are not recognized as valid reasons.
Students who have academic debts from the first semester of the first year are not allowed to transfer.
Students with debts from other semesters are allowed to register for transfer.
When determining the appropriate year/course for the transferred student, the differences in general and specialized subjects according to the curricula are compared, and the subject with the debt is also taken into account.
If the difference in subjects (including the academic debt) exceeds four subjects, the student will not be recommended for placement into the respective course.
Passing scores for transfer exams from foreign and non-governmental higher education institutions are announced annually by the relevant ministries and agencies (to which the universities are affiliated) on their official websites by July 15.

Students studying in master’s programs at foreign higher education institutions are not allowed to transfer to master’s programs at higher education institutions in the Republic of Uzbekistan.
