Duties

Regulation on the council of Samarkand State Pedagogical Institute

This Regulation determines the procedure for organizing the activities of the Institute Council in accordance with the Law of the Republic of Uzbekistan "On Education" (No. ZRU-637, 23.09.2020), the Resolution of the President of the Republic of Uzbekistan "On measures to improve the quality of pedagogical education and further develop the activities of higher educational institutions training pedagogical personnel" (No. PP-289, 21.06.22), the Decree of the President of the Republic of Uzbekistan "On measures to further improve the system of training pedagogical personnel," and the "Model Regulation on the Scientific Council of a Higher Educational Institution" approved by Order No. 487 of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan dated December 3, 2011.

I. General Provisions

  1. The Institute Council is established to consider key issues related to educational, spiritual-enlightenment, scientific, economic, and organizational fields in accordance with the aforementioned legislative acts.

  2. The Council relies on the Constitution and laws of the Republic of Uzbekistan, Presidential decrees and resolutions, decisions of the Ministry of Preschool and School Education, the Regulation on Higher Education, the Charter of the Institute, and this Regulation.

  3. The Council operates based on the principles of legality, transparency, independence, free discussion of issues, and consideration of collective opinion.

  4. The Council includes the Rector, Vice-Rectors, Council Secretary, Deans, heads of independent branches, certain heads of departments, heads of public organizations, and the Director of the academic lyceum by virtue of their positions. Other members are elected via secret ballot at general faculty meetings. The term of office is 5 years.

  5. The composition of the Council is approved by the Rector's order.

II. Goals and Objectives of the Council

  1. The goal is to direct the intellectual and scientific potential of the institute toward training professional specialists who meet the requirements of State Educational Standards.

  2. The Council of Samarkand State Pedagogical Institute:

    • Studies the strict implementation of curricula and programs;

    • Hears reports from faculties, lyceums, and the admissions committee;

    • Monitors the employment of graduates and cooperative relations with employers;

    • Approves annual and perspective development plans;

    • Decides on the opening or closing of departments and faculties;

    • Conducts competitive recruitment of pedagogical staff and recommends candidates for scientific titles (Professor/Associate Professor);

    • Discusses the publication of textbooks and monographs;

    • Recommends candidates for state scholarships and international internships (e.g., "El-Yurt Umidi").

III. Organization of Council Activities

3.1. The Council operates according to an annual work plan approved by the Rector. 3.3. Preparation of meetings is coordinated by the Council Secretary. 3.6. Decisions are made by a simple majority vote. A quorum is reached if 2/3 of the members are present. 3.7. Decisions regarding staff recruitment and scientific titles are made via secret ballot. 3.8. Decisions take effect after approval by the Rector.

IV. Implementation of Decisions and Responsibility

4.4. Execution of decisions is organized based on the requirements of "Executive Discipline" as per Cabinet of Ministers regulations. 4.5. Persons preparing the drafts (Vice-rectors, deans, etc.) are personally responsible for the quality and accuracy of information submitted to the Council.
