 Organization of the implementation of the laws of the Republic of Uzbekistan, presidential decrees and orders, decisions of the Oliy Majlis and the Cabinet of Ministers in the field of education and personnel training;
 Organization of financial affairs and training of qualified personnel based on state educational standards;
 Organizing the implementation of the orders, decrees and instructions of the higher organisations, decisions of the Council of Higher Educational Institutions and orders of the rector on issues related to financial and economic processes;
 To study the development trends of the educational system of advanced countries, producing methods and tools for the implementation of the tasks specified in the Law "On Education", "National Program of Personnel Training" and other laws related to education and ensuring their implementation;
 Preparation of proposals and organization of work in the field of activity;
 Development of proposals for staffing support for the work of technical service departments and organization of providing departments with qualified personnel;
 Developing issues of effective use of classrooms, improvement of technical equipment of departments, classrooms, laboratories, economic and cultural and household institutions, units of the institute system with materials, equipment, supplies;
 To provide the necessary sanitary-hygienic condition of the institute's economic services, cultural and household institutions, auditorium, laboratory, rooms, educational and sports bases, student residences, kitchens and canteens and organizing construction, capital, and current repair works. 
 Develops and implements improvement plans in the territory of the institute and student residences, organizes student self-service in the improvement of educational buildings, student residences and their surroundings;
 Prepares documents on income and expenditure of material assets of the institute;
 He signs applications for material resources issued from warehouses, gives authorizations, writes off outdated, expired materials and properties;
 In order to effectively use vacant buildings, he concludes lease contracts and organizes other business activities, takes measures to improve the financial situation of the institute, controls the funds received from the training of students on the basis of contracts;
 Taking action against employees who violate executive discipline, preparing proposals for termination of contracts with them;
 Conducting, analyzing and drawing conclusions on the annual activity reports of departments.
 He should know:
 Laws of the Republic of Uzbekistan on the field, decrees, decisions and orders of the President of the Republic of Uzbekistan.
 The ability to determine the decisions, orders and tasks of the Government in the field, departmental and other regulatory legal documents and their application in practice, to define the duties arising from them, and to be able to determine the internal and foreign policy of the country, the current system of statehood, the ideology of independence, the idea of national independence  to be informed.
 To organize the implementation of legal documents and programs and "road maps" related to the spiritual and educational sphere and the state language;
 Computer literacy - able to work professionally in Microsoft Office (MS Word, MS Excel, MS Rower Point, MS Access) programs and on the Internet;
 Excellent knowledge of foreign languages, especially Russian, English or at least one other foreign language;
   Must have a basic understanding of anti-corruption laws.
