                                                                                                                       Transfering, reinstatement and expulsion of students from study

Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 393 dated June 20, 2017 on admission to higher education institutions, transfering, reinstatement and of students and in accordance with the "Regulations on the procedure for expulsion from study."
It is carried out in accordance with the Regulations on the procedure for transfer, reinstatement and expulsion of students from higher education institutions, approved by the Cabinet of Ministers of the Republic of Uzbekistan dated June 20, 2017 No. 393.
General rules for the transfer and reinstatement of students in higher education institutions.
The transfer and reinstatement of Students of Higher Education Institutions (here in after referred to as transfer and Reinstatement of Students) The definition is based on the following criteria:
when the names of specialties are the same, such fields of study (specialties) are considered appropriate;
Such areas of study (specialties) when the composition of the subjects and the field of study, as well as the duration of study, which are tested at the entrance to the study for the transfer and reinstatement of study of students of higher education institutions ) is considered to be related.
The transfer or reinstatement of student from study includes:
Hgher education institutions;
Ministries and agencies under the auspices of higher education institutions;
     The transfer and reinstatement of students under the State Commission on Admission to Educational Institutions of the Republic of Uzbekistan is carried out on the basis of decisions of the Interdepartmental Commission (here in after referred to as the Interdepartmental Commission).
The Interdepartmental Commission is formed by the State Commission on Admission to Educational Institutions of the Republic of Uzbekistan (here in after referred to as the State Commission). It includes representatives of ministries and agencies in charge of higher education institutions.
The Chairman and Executive Secretary of the Interagency Commission should be appointed by a decision of the State Commission.
The Interdepartmental Commission operates on the basis of the "Regulations on the Interdepartmental Commission on Transfer and Rehabilitation of Students under the State Commission on Admission to Educational Institutions of the Republic of Uzbekistan."
Transfer and reinstatement of students in the corresponding and related directions (specialties) of higher education within one higher education institution (reinstatement - up to 5 years after expulsion from the ranks of students) It is carried out on the basis of the order of the rector of the educational institution.


In the following cases, the transfer and reinstatement of students is carried out on the basis of the decision of the ministry (department) under the higher education institution, which accepts the student:

To another higher education institution within one ministry (agency) in relevant and related areas (specialties) of higher education;
From one higher education institution to another within the framework of various ministries (departments) in relevant and related areas (specialties) of higher education;
5 to 10 years after expulsion.
Transfer and reinstatement of student studies is carried out by the decision of the Interdepartmental Commission in the following cases:

From accredited higher education institutions of foreign countries to higher education institutions of the Republic of Uzbekistan;
More than 10 years have elapsed since the student was expelled;
In the framework of one higher education institution or in one ministry (department) and higher education institutions under different ministries (departments) in non-related areas (specialties) of higher education.

The following circumstances are grounds for rejection of a citizen's application for transfer and reinstatement:
Those who have studied in non-accredited higher education institutions of foreign countries or their branches;
Those who studied in (other) forms of education in the higher education institutions of the republic in addition to the existing form of education;
Those who studied in the centers, departments, educational and counseling centers of higher education institutions, etc .;
In case the first semester is not completed for the first semester of the first year (except in cases when the student is given academic leave due to illness);
If the higher education institution does not have a corresponding (related) field of study (specialty) or form of education;
When the differences in the standard curricula for general and specialization (specialty) subjects exceed 4;
Those who are offered to study on a fee-for-service basis do not make the payment on time;
If the student's personal file (academic certificate) is not submitted within the specified time;
Transfer and  reinstatement to a higher education institution on the basis of a state grant if there are no vacancies within the number of students (admission quotas) on the basis of a state grant;
In other cases stipulated by the legislation.
Transfer of higher education students.

Applications for transfer of students of higher educational institutions (here in after referred to as transfer of students) are submitted and considered as follows:

Submission of applications for transfer - from July 15 to August 5 each year;
Applications are reviewed and decided by the higher education institution, the relevant ministry (agency) or the Interdepartmental Commission - from August 5 to August 30 each year.
When a student moves from one area to another for permanent residence or for marital reasons, the spouse or parent must relocate to a place of military service or when the parent (spouse) returns from public service abroad) before the start of the spring semester. They are as follows
Application for transfer of study - from December 20 of each year to January 20 of the following year;
Consideration and decision-making on the application for transfer - from January 25 to February 15 each year.
Citizens wishing to transfer their studies must submit the following documents:
Application with indication of the direction (specialty), language and form of study (higher education institution and field of study (specialty) , reasons for transfer (recovery), acquaintance with the rules of transfer (recovery);
Copies of the student's rating book or academic certificate in the prescribed form;
Copy of passport.
Transfer to the place of state grants in the corresponding and related directions (specialties) of higher education on all forms of education is carried out only at the request of the students studying on the basis of the state grants 'is allowed within the number of state grants specified in the admission quotas for the academic year.
In other cases, the transfer will be on a fee-for-service basis.
Citizens who wish to transfer and re-transfer their studies from foreign higher education institutions to higher education institutions of the Republic of Uzbekistan are educated in the commissions established in the existing ministries and departments of higher education institutions. special test (in the form of a test or written work determined by the commission) on the subject of admission to a particular field of study in the language of instruction in a foreign higher education institution (spouse or parent the Place of public service of the mother in a foreign state is transferred to the Republic of Uzbekistan by the Ministry of Foreign Affairs (competent authorities), except for those sent abroad to study by government order of ministries and agencies with government decisions and instructions and higher education institutions ).
The results of the citizen's special test (in the form of a test or written work determined by the commission) are submitted to the Interdepartmental Commission. Based on the results of a special test (in the form of a test or written work determined by the commission), the citizen is transferred to the groups of the form of study specified by the decision of the Interagency Commission

     Reinstatement of higher education students.

Applications for reinstatement of study of students of higher education institutions (hereinafter referred to as the reinstatement of student study) are submitted and considered twice a year:
Apply for resumption of study for the fall semester - from July 15 to August 5 each year;

Apply for resumption of study for the spring semester - from December 20 each year to January 20 of the following year.
Reinstatement applications are reviewed and decided by the higher education institution, the ministry (agency) in charge of the higher education institution:

For reinstatement for the fall semester - from August 5 to August 30 each year;
To resume for the spring semester - is held annually from January 25 to February 15.

Citizens who have been expelled from the ranks of students have the right to apply for the transfer of their studies to another higher education institution in a corresponding (related) field of study (specialty). The application will be accompanied by a copy of the application.
Expulsion of higher education students.
A student may be expelled from a higher education institution in the following cases:
At will;
Due to transfer to another educational institution;
Due to health (based on the certificate of the medical commission);
For violation of academic discipline and internal regulations of the higher education institution;
Because he missed more than 74 hours of classes in one semester without good reason;
Due to untimely payment of tuition fees (for those studying on a contract basis);
In connection with the student's imprisonment by a court;
Because he died.
     During the period of military service, rehabilitation, pregnancy and childbirth, as well as childcare leave, a student may be granted academic leave in accordance with the procedure approved by the Ministry of Higher and Secondary Special Education.
A student who fails to master the subjects within the prescribed period (has an academic debt) is expelled from the course by the order of the rector of the higher education institution.
A student who misses a course due to academic debt can start his / her studies on a fee-for-service basis from the beginning of the lower academic semester.
