Charter of higher education graduates on final state certification
This Regulation is based on the laws of the Republic of Uzbekistan "On Education" and "On the National Training Program" and the State Education Standard of Higher Education, direction of education (specialty) determines the procedure for conducting the final state certification of graduates of higher education institutions in accordance with the qualification requirements.
According to the legislation, this Regulation does not apply to higher education institutions based on a modular system of teaching.
 
I.General rules
1.The final state certification of graduates of higher education institutions is carried out in accordance with the schedule of the educational process in bachelor's and master's specialties.
2.Final state attestation is carried out by the final state attestation commissions established in each field of study (specialty) of the higher education institution.
3.The main tasks of the final state certification commissions are:
comprehensive assessment of the level of knowledge, skills and abilities of the graduate in accordance with the requirements of state educational standards;
to resolve the issue of awarding bachelor's (master's) academic degrees to graduates based on the results of the final state certification;
analyze the results of the commission's work and develop proposals for improving the training of higher education personnel.
The final state attestation commissions base their activities on this Regulation and other documents aimed at fulfilling the requirements of the State educational standards, qualification requirements for the level of training and content of education of graduates in bachelor's and master's specialties. 
II Final state certification tests
5.The final state attestation consists of the following types of attestation tests in accordance with the curriculum of the field of specialization:
final state attestation test in a foreign language (can be conducted by the decision of the Council of higher education institution);
Interdisciplinary (general and specialty) final state attestation test in the field of education;
diploma project defense;
defense of graduate work (master's dissertation).
6. The final state attestation test in a foreign language should be aimed at determining the level of mastery of the materials provided by the curriculum by the student, based on the required content of the subject specified in the state educational standard.
7. The final interdisciplinary state attestation test in the field of education (specialty), along with the requirements for the content of disciplines, the qualification requirements for student training in this field of study (specialty) are provided for the graduate should also be aimed at determining the level of compliance with the general requirements.

                                                                                              III. Composition of final state attestation commissions
10. Candidates for the chairmanship of the final state attestation commissions shall be submitted by higher education institutions for approval to the Ministry of Higher and Secondary Special Education in coordination with the relevant ministries and departments.
11. Chairmen of the final state attestation commission from the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan for one year (calendar) years).
A person may not be the chairman of the final state attestation commission more than twice in a row in one higher education institution in the relevant field of study (specialty).
12. 13. The structure of the final state attestation commissions includes scientific and pedagogical staff of the higher education institution (up to 50% of the total staff of the attestation commission), as well as highly qualified specialists of enterprises, organizations and institutions that are consumers of this field. 14. The composition of the final state attestation commissions is formed of at least 5 professors and specialists. Representatives of the Board of Trustees, citizens' self-government bodies and parents can participate in the final state certification as observers on a community basis.
15. The composition of the final state attestation commissions on the final state attestation tests is approved by the rector of the higher education institution (director of the branch) one month before the beginning of the graduation semester.
If necessary, several final state attestation commissions may be established under the chairmanship of one chairman for one of the attestation tests.
Representatives of the State Inspectorate for Quality Control in Education under the Cabinet of Ministers of the Republic of Uzbekistan may participate in the final state certification process.
                                                                                              IV. Procedure for final state certification
16. 18. The final state attestation is given to students who have completed the relevant curriculum and subject programs and successfully passed all the tests provided for in the curriculum.
19. Final state attestation tests and defense of diploma project or final qualifying work (master's dissertation) or final state attestation test in specialty subjects at open meetings of final state attestation commissions, with the participation of at least two thirds of members, in the absence of the chairman. chaired by the Vice-Chancellor.
The defense of the diploma project or thesis (master's dissertation) or the final state attestation test in the specialty can be conducted in the branches of the department, organized on the basis of production with the involvement of leading experts in the field.
The mastery rate for all types of attestation tests included in the final state attestation is determined in accordance with the rating system of control and assessment of students' knowledge and will be announced on the same day after the minutes of the final state attestation commission.
     Plagiarism is not allowed in all types of attestation tests included in the final state attestation. In this case, the state attestation commission will give an unsatisfactory grade to the graduate of the relevant attestation test or cancel the positive grade.
20. The final state attestation commission on the basis of the results of the final state attestation tests of graduates decides to award them a bachelor's (master's) degree in the field of study (specialty).
Decisions of the final state attestation commissions are made by open voting by a majority vote of the participants in the meeting. In the event of a tie, the chairman shall have the casting vote.
21. Upon successful completion of the final state attestation test, which is included in the final state attestation, the graduate of the higher education institution is awarded a diploma of higher education of the appropriate level and its appendix.
22. Achieved great success in mastering science programs and achieved mastery of 86 points and above in at least 3/4 of all subjects in the curriculum (5 grades (excellent) in a 5-point system, ( in other disciplines the mastery index is 71 points (in the 5-point system the mastering index is not less than 4 points (good)), as well as in the final state attestation tests at least 86 points (in the 5-point system) A bachelor's degree with 5 marks (excellent) is awarded a "privileged" diploma.
23. A person who has not passed the final state attestation test has the right to retake the final state attestation test in subsequent years upon his / her application upon expiration of the study period. In this case, the rector of the higher education institution (director of the branch) must issue an order to re-take the final state certification test.
24. A student who fails the final state attestation test is issued an academic certificate and can be reinstated in the prescribed manner to study for the relevant course on a fee-for-service basis.
25. Students who do not appear for the final state attestation test for a valid reason may be admitted to the final state attestation test by other order before the end of the final state attestation commission by the order of the rector (director).
26. An appeal commission is formed by the order of the rector (director) to consider the applications of graduates who objected to the assessment received in the final state attestation tests.
27. Graduates who are dissatisfied with the assessment of the final state attestation have the right to appeal to the Appeals Commission within three days from the date of publication of the final state attestation.
28. The Appeals Commission must notify the graduate within one day.
29. The annual report on the work of the final state attestation commission is considered by the Council of the higher education institution. The chairmen of the final state attestation commissions will be invited to the Council.
                                                                                                                          V. Final Rules
30. Those who are dissatisfied with the activities of the higher education institution on the organization and conduct of the final state certification have the right, in the prescribed manner, to apply to the ministries and departments or higher courts in charge of higher education institutions.
31. Depending on the nature of the institution, additional regulations may be added to the procedures of this Charter by the decision of the Council of the higher education institution.
32. Disputes in accordance with the rules set out in this Charter shall be resolved in accordance with the law.
