Задачи
About the Department for Handling Appeals of Individuals and Legal Entities, Control and Monitoring
- Organizing and supervising the department’s activities and the work of its employees;
- Developing the department’s work plans and ensuring their implementation;
- Ensuring and monitoring the implementation of the laws of the Republic of Uzbekistan related to education and healthcare, decrees, orders, and resolutions of the President, resolutions of the Cabinet of Ministers, decisions of the Board of the Ministry of Higher and Secondary Specialized Education, as well as orders and directives of the director, by responsible officials of faculties, departments, and units;
- Organizing control over the implementation of decrees and resolutions adopted by the President and the Government of the Republic of Uzbekistan;
- Monitoring the work of the institute’s faculties, departments, and units during the week and preparing reports and information for the management meeting under the director;
- Conducting anonymous surveys among students to prevent abuse of official duties and corruption among teaching staff and employees, and reporting the survey results at the Council meetings;
- Reviewing the educational, methodological, educational, and scientific activities of teaching staff, their contribution to the development of the higher education institution, and personal qualities for the purpose of paying bonuses, and submitting conclusions to the director of the institute;
- Checking the legality and fairness of student scholarship awards and conducting monitoring;
- Monitoring student attendance;
- Monitoring the proper maintenance of academic journals by teaching staff in the prescribed manner;
The department is a structural unit of the institute.
The department reports to the director.
In its activities, the department is guided by the Constitution and laws of the Republic of Uzbekistan, decisions of the Oliy Majlis, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers, this Regulation, orders of the ministry and decisions of the Board, as well as other regulatory legal acts.
The main tasks of the department are:
- To carry out systematic control over the timely and qualitative implementation of tasks assigned to the institute by the decrees, resolutions, and orders of the President of the Republic of Uzbekistan, meeting protocols (during visits), as well as resolutions and orders of the Cabinet of Ministers;
- To control the timely and qualitative execution of the institute’s orders by its structural units and faculties;
- To continuously control and monitor the timely and proper consideration of appeals by the institute’s structural units in accordance with the requirements of legislation;
- To immediately inform the director if responsible executors violate deadlines or fail to fully complete assigned tasks and appeals;
- To prepare analytical materials on the consideration of appeals from individuals and legal entities by the institute’s structural units;
- To provide the director with the necessary information and data on the execution of legislation and assignments, as well as appeals;
- To regularly analyze the implementation of assigned tasks, identify deficiencies and issues that require urgent resolution, and submit them for discussion at Council meetings;
- To ensure registration and content review of appeals (applications, complaints, proposals) received from individuals and legal entities, as well as through the President’s Virtual Reception, the Prime Minister’s Virtual Receptions, and other relevant organizations, and to forward them to executors in a timely manner;
- To monitor the timely sending of response letters to monitored appeals (to the author of the appeal, relevant organizations and institutions);
- To develop a schedule for receiving individuals and representatives of legal entities by the institute’s management and responsible employees, and to organize in-person receptions at the institute based on this schedule (approved by the director);
- To develop a schedule for field receptions with representatives of individuals and legal entities by the institute’s management and to coordinate the organization of such receptions based on the approved schedule;
- To maintain monthly, quarterly, and annual analysis of the consideration of appeals received by the institute and to report at the institute’s Council meetings;
- To prepare analytical information on the timely consideration of appeals by the institute’s structural units and to submit quarterly reports to the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan;
- To maintain records of incoming correspondence and prepare necessary information on this matter and submit it to the Council;
- To carry out systematic measures aimed at strengthening executive discipline and the work with appeals of individuals and legal entities directly related to the department’s activities;
- To ensure the implementation of tasks and assignments assigned to the department by the institute’s order;
- To regularly provide the director with analytical information on executive discipline and the work with appeals;
- To submit reports to the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan in the prescribed manner and within established deadlines on executive discipline and the work with appeals;
- To perform other functional duties within the scope of its authority in accordance with the legislation.
